The Romanian government doubles the number of foreign workers for 2021

The Romanian government adopted the decision that will double the number of foreign workers admitted to Romania. This decision was taken as a result of the labor shortage . More and more Romanians choose to go to work abroad, in countries such as Germany, Spain, Italy or Greece, in order to earn more money with which to support their families remaining in Romania. This labor shortage is felt among skilled workers (eg electricians), industrial workers, manufacturing. There is also a decrease in the number of unskilled workers, commercial workers, builders, security agents, drivers and manufacturers, as well as specialists with higher education.

At the end of 2020, the Government revised the estimates for 2021 and arrived at a lower quota of only 25,000 foreign workers for the Romanian labor market. But things have changed. If at first Prime Minister Câțu decided to increase the quota of foreign workers by 10,000, now the number has been set at a total of 50,000 workers . This is due to the lack of manpower. A number of 160,000 workers are needed for the labor market in Romania.

According to the General Inspectorate for Immigration, in the case of the quota of foreign workers newly admitted to the labor market for 2020, set at 30,000 workers, 27,258 employment permits were issued by the end of 2020, ie 90.8% of the total .

Until June 30, 2021, a number of 14,066 employment permits were issued. Making a comparison with 2020, in the first part of 2021 there was a significant increase in the number of applications, with almost 5,000 applications.

The number of foreign workers for 2021 amounts to 35,000, a record number for this period. Due to the pandemic, many industries suffered, especially HoReCa, as many restaurants went bankrupt.

Following the legal changes, on 13.01.2021, the minimum wage per economy for Romanian citizens was set at 2300 lei gross for a normal work schedule.
For those with higher education, the minimum salary level remained at 2,350 lei Gross.
For those who want to hire foreign citizens, the minimum salary level is 2,350 lei gross, starting from 13.01.2021.
Companies active in the field of construction and intending to employ or have employed foreign citizens are obliged to provide them with a salary of at least 3000 gross lei per month according to GEO 43 of 12.06.2019, which remains in force until 2028.
